The "at the current level" works by displaying the pages at the current level you are in and in the path of the parent menu. Let us say you have this site map structure:

Parent Menu 1
- Sub Menu 1A
- Sub Menu 1B
Parent Menu 2
Parent Menu 3
- Sub Menu 3A
- - Sub Sub Menu 3A-1
- Sub Menu 3B

If you are currently at the Home page which is at the top most level you will see these pages in your Mega Menu block.

Parent Menu 1
Parent Menu 2
Parent Menu 3

Along with their corresponding sub menus if you have set it to display those sub pages.

The display will vary depending on the level and which page you are on. Again, if you are viewing Sub Menu 1A what you will see is only these 2 pages in the menu:

- Sub Menu 1A
- Sub Menu 1B

Since the other pages are in different level and in different paths so they will not be displayed in Mega Menu. On the other hand, if you are viewing Sub Menu 3A what you will see is this:

- Sub Menu 3A
- Sub Menu 3B

Again, depending if you have set Mega Menu to display the sub pages then you will be able to see the Sub Sub Menu 3A-1 as well.
